Abstract. In the article are contemplated the models of rising of financial crises in different national-economical systems; are adduce the scientific-practical approaches of Ukraine monetary-banking sphere transformation as a necessary condition of financial and economic crisis overcoming; suggested reformation of national banking system by its transfer from two-level to three-level.
