About formation and development of health insurance system

Abstract. The article provides an assessment of some problems of health care in modern conditions and the recommendation about usage of insurance tools in modernization of this branch for the purpose of ensuring social protection of the population. The authors considered the concepts of health insurance funding model of insurance coverage and types of the risks of public health. There are different approaches to insurance models formation in different states. Traditional systems oriented on sustaining the health level, on financial security of patients preserving or on accidental damage compensation need to be combined using the methods of proper state regulation in new social-health insurance model. Also, the role of health insurance in the maintenance and development of the human capital of the nation is substantiated.
