Legislation improvement of the republic of Poland concerning the local elections as a precondition for democratization of political participation (1990-2010)

Abstract. The author stipulates the purpose of elections to local government as one of the channels of citizens’ political participation. The analysis of political context for the formation of Polish legislation on election to the representative bodies of local self-government has been performed. The features of the electoral procedures application are outlined on the basis of changes in the relevant laws. The main factors of political activity/passivity of citizens are determined.
