Information and methodological support of the regions’ agricultural sector development management

Abstract. Introduction. The outstanding feature of agricultural production is a significant dependence of its results on natural conditions that makes this field one of the most speculative and requires the state regulation of this economy sector, the state support of agricultural products insurance being one of its main methods. The choice of state regulation means is largely determined by geographical location, economic and social development level and other specific parameters. As a result, development of integral complex evaluation methodologies of the regional economy agricultural sector and its sectoral subsystems becomes urgent. The purpose of this paper is to improve the methodological approach to integrated assessment of agricultural sector subsystems taking into account their specialization. Methods of the initial data normalization and determining of weighing coefficients integrated assessment by covariance matrix are used in the paper. Results. The integral comprehensive assessment of the agricultural production development in the region is defined as the weighted total of normalized indicators that reflect this development. The weighting coefficients contained in this assessment are defined through the covariance matrix of indicators taking into account the indexes of agricultural production regions specialization. The methodological approach to the determination of integral comprehensive assessment of agricultural industry development in the regions of Ukraine is formulated. This approach is implemented for crop production evaluation. The results constitute the information base for agricultural producers state support policy planning in the field of agricultural products insurance. The integral comprehensive assessment which is developed in this paper together with the regions ranking according to the degree of risk enables to predict the expected structure of the state subsidies distribution and assessing the value of the expected losses on state support by agricultural production regions insurance. Conclusion. Methodological recommendations on integrated assessment of agricultural sector development (by the example of crop production), which is based on objective statistical data, reflects the correlation between these parameters, takes into account the agricultural production specialization in the region and ensures the adequacy of the developed models, are worked out.
