The mechanism of Ukraine’s railway efficiency evaluation

Abstract. Existing scientific and methodological approaches to the assessment of the railways functioning do not reflect the full synergistic effect of factors on the efficiency of their operations. Practical realization of this problem finds its reflection in the formation of an optimal mechanism for evaluating the performance of the structural units of railways as the constituent elements of a single transport complex. Consequently, the assessment of the effectiveness of the railways objectively requires the use of complex synergistic approach, in terms of which is considered the mechanism provided in the article.

For a rational combination and taking into account all the possible factors contributing to a positive synergistic effect of the railways functioning, it is possible to predict the conditions for the effective functioning of the transport system, which subsequently lead to increased efficiency of the economic system as a whole. This makes it necessary to quantify the synergies to provide certain advantages in the reconstruction process, and acts quite an important factor in the way of innovation in the transport sector.

Developed efficiency evaluation mechanism of the railways in terms of synergetic approach will improve the efficiency of rail transport by focusing on the key drivers of efficiency, contribute to the reorganization of the financial and economic model of the industry, changes in the structure, and methods of financial management in a sector reform.
