Human innovative factor in socio-economic development of Ukraine: international measuring

Abstract. The results of the leading international ratings analysis, reflecting the innovative development of the economy, as well as the status and trends of Ukraine’s intellectual resource development as an innovative factor of the national competitiveness ensuring were defined in the article. The authors found that the intellectual potential of the nation is at a high level; however, the role of the state in creating the environment for its implementation is ineffective. We proved that the necessity of the country’s human factor of innovative development activating and suggested the following ways of strengthening community action in this direction: to support education, science and creative activity of the population; to rapidly develop the national economy’s institutional framework, to create a modern information technology base of the knowledge economy.
