Іnstitutional design on meso-level of innovative economy: fractal-facet model

Abstract. Introduction. The institutionalization of the innovative economy is the root cause of success in the formation of post-industrial society institutions. The experience of cluster’s initiatives on meso-level in post-industrial countries shows a variety of their formation mechanisms and methods of innovative cluster’s formation stimulations.

Purpose. Fractal-facet modeling of external institutional environment of innovative clusters in Ukraine is conducted with the aim to receive innovative economy’s institutional design on meso-level. Fractal-facet model of innovative cluster’s internal institutional environment is made on the basis of innovative hub.

Results. Institutional elements and characteristics of cluster structure on meso-level are dependent of each other and connected. The highest degree of the cluster’s internal environment stability is provided by construction of such design, in which institutional elements that make up and fill it are in logical dependence. This design on meso-level represents an absolute structure of chiral symmetry. The system on meso-level consists of the elements of similarity and can be represented by universal fundamental structural and functional basis (foundation). From the standpoint of innovative economy’s institutionalizing, this basis can be formal and informal rules, traditions, norms, laws, habits of entrepreneurship in innovative sphere and implementation of innovative business projects by institutions on meso-level. As a part of the fractal-facet model of external institutional environment on meso-level, interaction on the principles of «triple helix» takes place. This interaction is constructed at each new innovative cluster on meso-level, and then applies a matrix within the economy.

Conclusions. The main advantage of the proposed institutional design of innovative economy on meso-level lies in the fact that through such development of cluster’s systems, the higher school can effectively integrate the results of university, academic and industry science of Ukraine and other countries into development and implementation of innovative projects. That is a precondition for effective innovative economy creating in Ukraine.
