Activation of social innovations as a premise for development of human resources

Abstract. The prospects for socio-economic development of Ukraine are more and more dependent on immediate addressing urgent social issues. In recent years, social innovations have attracted increased attention of Ukrainian practitioners and scholars.

It should be noted that social innovations exist in the three layers of social order: social and economic institutions, social structure and socio-cultural characteristics of society. The deepest is the layer of strategic innovation which is the structure of values, needs, motivations, norms and patterns of everyday behaviour.

One of the modern methods of strengthening the competitiveness of enterprises, especially in programs of staff development of companies, is development of a common corporate investment in social innovations. In this respect, the UK standard known as Investors in People has been adopted and replicated in the world. The concept of standards is aimed at introducing efficient management of human resources. The principle of «investing in people» is based on implementing the ways to improve personnel management. This helps to control the staff costs, the quality of communications, feedback, staff awareness of their contribution to the organization and the nature and consequences of work.

Thus, the countries where the need for investment is properly evaluated and innovation activity is manifested not only with respect to the support of innovation technologies, have traditionally been among the leaders for economic development in recent decades.
