Principles of the regions classification based at cognitive approach

Abstract. Introduction. Today, the most acute problem in the region is the issue of choosing priorities for regional development. In this respect, typology of regions can be seen one of the methods of addressing regional changes. Purpose. To substantiate the usage of the cognitive approach to classification of regions, to outline the main concept of the region and to define groups of factors which determine the concept. Elaboration of classification algorithm for the development of regions is based on cognitive modeling. Methodology. To achieve this goal, the method of cognitive modeling was used. Results. We have provided justification of the cognitive approach to classification of regions. A system of the region from the perspective of cognitive science is considered. There are five concepts in the structure of the region: the level of social development, the level of industrial development, the level of economic development, the level of investment and the level of development of science and technology. We have highlighted a group of factors relevant to each group of factors. The algorithm of classification of regions based on the cognitive approach consists in determining the degree of connection between the concepts proposed for the region. According to a degree of cognitive relations, it is proposed to define three types of regions: regions with strong, medium and weak cognitive constraints. The identification of the type of region is carried out on the basis of cognitive approach at the example of Dnipropetrovsk region. Originality of the proposed approach to classification of regions, in contrast to the existing one, is the application of the cognitive approach to the regions classification, based on which regions will be assigned to one type or another type not by the quantitative or qualitative indicators of their activities, but according to the degree of connection between them. Practical importance. The elaboration and development of the new algorithm of classification of regions will make it possible to allocate regions to the three types taking into account the degree of connection between the key performance indicators in every single region. In addition, the cognitive model allows for scenario modeling development of the region, taking into account the established cognitive causal links between its concepts. The proposed algorithm will increase the degree of scientific validity of decisions of economic and organizational measures at the regional level.
