Strategic management of the competitiveness of rural population living in municipal districts with regard to social factors: territorial aspect

Abstract. In the context of resource insufficiency the most effective form of managing the formation of the social factors that provide high levels of competitiveness of the rural population is the use of the strategic management methods that are instrumental in identifying the current problems of the formation of the rural population’s professional and personal qualities and choosing the least costly options of resolving them. The purpose of this paper is to substantiate the opportunities of forming and integration of the strategic management systems for the rural population competitiveness at the federal and territorial levels. In order to attain our goal we used the monographic, logical and statistical methods. Analyzing the statistical data, we find that only 10.7% of those living in the countryside and employed in agriculture have higher vocational education, while in the economy the proportion equals 31.7%.

To assess the effectiveness of the system of management of the social factors of competitiveness of the rural population, we suggest using such indicators as health, the level of vocational education of workers of mass agricultural occupations, migration of the rural population to the cities, and the proliferation of the so-called «seasonal labor». To improve the investment attractiveness of the rural municipal districts, it is necessary to set up the systems of strategic management of the social factors of competitiveness of the population at the federal, regional and territorial levels. The basic element should be a system of strategic management of the social factors of competitiveness of the workers of mass agricultural occupations on the level of rural municipal districts.
