Essence of higher education quality concept in modern development conditions

Abstract. The aim of the research is to justify the essence of the concept of quality of higher education on the basis of generalization of legislative, explanatory, scientific, and reference sources.

In the course of the study of various official reference sources, it has been found out that the concept of education is the ambiguity of the concept meaning a wide scope of the socio-cultural factors, a system and a process of performance measurement, which consequently needs clarifying because these are not the exact terms. The author notes that priority should be given to the requirements of the international standard ISO 9000 «Quality Management Systems» in determining the nature of the quality of higher education. A study of a number of official documents and characteristics of educational services has led to the conclusion that higher education is a complex multidimensional system of formal education aimed at meeting the interests of the individual and other stakeholders at the highest levels of education relevant to lifelong learning. Thus, the quality of higher education is determined by the findings related to individuals and other stakeholders.

As a result, the author proposes to understand the concept of quality of higher education as thе conformity of results of higher education requirements concerning individuals and other stakeholders.
