Normative and instrumental forms of the European security strategy in the context of terrorist threat

Abstract. The European Security Strategy calls the main threats, including terrorism as one of the most urgent among them. However, with a goal of protecting against terrorism, labelling safe and dangerous people and including the latter to the «black lists» of terrorists or suspicious, based on specific ethnic, political, religious features, is taking place. This raises doubts concerning the safeguarding of democratic principles in the implementation of the security strategy and calls for research of its normative and instrumental forms.
