The process of administration in modern conditions: myths and reality

Abstract. The subject of this study is to solve the basic contradiction in the frames of the market economy between autonomy stakeholders and state regulation. The aim of the article is to substantiate the role of administrative resources to ensure sustainable development of the national economy. The authors explore the inherent properties, characteristics and nature of the impact on business activity. The authors used the approach for economic aspects analysis the administrative resources evaluation in terms of different economic goals achieving. Implementation of administrative resources functions predetermined the authors’ approach to the assessment of its cost-effectiveness. Formation of a common methodological approach to economic impact assessment of various kinds of administrative resources is not a trivial interdisciplinary task. Therefore, the authors propose as the base for assessing the following parameters as: the comparison of costs; tender achieved value reduction of the project’s program starting value; effect of reducing the value of the project cycle; the cumulative effect from realization economic, technical, information, organizational and social innovations; value of synergies resulting by the project and the subjective synchronization. The results of the study should be implemented in investment and construction programs to ensure competitiveness and efficiency of administrative resources usage.
